Should the federal government spend money to increase the amount of money given to pell grant recipients?

Barack Obama is wanting everyone to have an equal opportunity to attend college. One of his plans to make college more affordable is to increase the amount of money given in pell grants. Pell grants are financial aid rewards that don’t have to be paid back.
